Certification is only one factor. How the manufacturer achieves it is upto them. And some go beyond the basic certification concept.
For eg, the material used, how light weight the helmet is, how strong it is against single point impact, how strong it is against sliding, the lock mechanism, the visor lock mechanism, pin lock on it, earpiece slot in the helmet etc etc. all these play a part in the pricing, certification is a small part.

I think civic manners are lower in the hindi belt in comparison to the southern states. This is based on my travels around the country. The pan-gutka needs to stop, otherwise every infrastructure project is going to fall prey to this ugly habit in the coming years
