Nothing surprising. For almost the last 50 years every state government in Bengal has taken an anti-industrialization stance. It was bound to happen.
Having worked across many states, I can confirm very much that it has to do with the attitude of the government & the political parties here. There is no bloody political will to progress here. This percolates down to people voting for survival for trivial issues.
This btw stands true across entire Eastern India. From Purvanchal in UP to entire North East. No wonder our regions are the largest human resource wells for the advanced Southern & Western states.
It isn't as if corruption isn't present in south or west. The scale is more massive even. However they somehow are united on progressing economically. For example in Tamil Nadu, there is a system that you need to pay the bribe to just one guy who actually passes of the cut money to various posts which is internally agreed by them. Once you pass the bribe you don't need to worry about your work stopping anywhere. Try doing that in our Eastern states.
I have seen people from my village in Purulia district to go as far as Villupuram, near Vellore for simple jobs such as stone cutting. It is so damn of a job giver that there is actually a Purulia Villupuram Super Fast Express running just to cater to this crowd.
I have talked with many Bengali enterpreneurs running their startups in Bengaluru, Pune & Hyderabad. Most see Kolkata as a sales office & not as some tech hub and are disinterested in opening skilled job openings there. In Kolkata the job culture is also blamed to a large extent. When I have countered saying that many big giants like Oracle or IBM have opened up their offices in Kolkata, I was asked to look at the quality of projects that were sent to the Kolkata office.
The most interesting thing that I have seen is that most Bengalis are cherised across organisations & institutions in the Southern states and are mostly working in critical or good positions. It would seem that as soon as we leave Bengal our productivity skyrockets. I have experienced this in 2 occasions atleast. First would be when a Kannadiga colleague simply told me during the start of my career "You will easily climb the ranks as you Bengalis are intelligent and hard working", I laughed like anything because we Bengalis ourselves see us as lazy blokes. Over the years this has turned out to be true though and I myself have seen many Bengalis around me working outside the state doing the same.
This just confirmed my belief further. When I finally returned to Bengal after years of jumping around states, I could feel this difference pretty well. This just confirmed my belief about lack of political will.
If Bengal doesn't have a government that forces this change in mindset & hungers for economic progress like the states in South & West have done, we will be doomed. However there's where the grim picture comes from.
Years of Communist/Leftist brainwashing in colleges/universities, almost 50 years of worthless governance by CPM & TMC, institutionalising corruption in every part of the system has left Bengal's future scenario rotting. No matter which government comes in future unless it does a complete surgery of the rot, we will continue to decline. And when the surgery is done, expect all out violence.

That’s why people always try to merge the two together. It’s not about which is more dominant than the other.
