The plan looks terrible. My personal suggestions -
1. Scrap the statue plan for now
2. Focus on increasing forest cover and wild animals before promoting tourism. We are importing tigers yet they are moving away. First we need to make the forests self sustaining then do eco tourism.
3. River front seems like a good idea but there isn't much water in mahanadi immediately after the dam. Don't know how this makes sense.
4. Focus on cleanliness first. With 5000 crores, plenty of solid waste and sewage treatment plants can be made. And make good roads with basic facilities like restrooms and drinking water and watch people throng to those places.
