I don't think they can, no one can. If they want to treat Yamuna then they have to treat it's pollutant sources as well like the najafgarh and okha drains etc, the level of pollutants these sources have is way too much to be handled by anyone. To clear them it will take too much time and efforts which no government will give, I often find it funny how people have blamed AAP to not be able to treat Yamuna, I know they haven't even tried but I mean look at it, it's not like Sabarmati. It was polluted way before AAP came into power. So my conclusion is it's not impossible to transform Yamuna but the amount of hardwork, cost and time it's gonna take, no government is gonna pay the required attention to it but I hope for the best, I will be happy to be proven wrong at the end of the day.

I live in Germany. It is illegal to cause any noise between 10pm to 6am and 2pm to 5pm on workdays and entire day on Sundays and holidays. That also means no vacuuming/running loud washing machine or even throwing glass bottles into the bins on the streets. Neighbours regularly call the police if they are disturbed and people have been sued for noise.

Honking is considered rude and only allowed if there is an inherent danger to someone.

So yes, India is a free-for all do whatever country with immense lawlessness.
