So a 3 year old kid, they barely know right from wrong. This is normal in toddlers. And the parents, they go through much worse, especially in a 2 kid scenario. You are lucky the parent intervened and made the child stop.
Best way to handle such situations is to tell the parent that you feel uncomfortable, rather than SCARE a 3 year old ! Scaring a toddler just seals their emotions, makes them think thats the right way to deal with others . A child barely knows to regulate their emotions . An adult should but unfortunately the inner child in us comes out and challenges an actual child.
So hence the parent didn’t apologise because they saw you as the bad person. I
mean a full grown adult staring down a 3 year old child is wrong in my opinion.
In situations like this take a deep breath and try to communicate.
