There is a way out for UP to rise. Bihar anyway is a national liability. Forget about it. Construct a logistic base at Varanasi. Create an exclusive freight corridor, from Varanasi to Gopalpur port of Odisha, through Sonbhadra district and then Jharkhand. Use Gopalpur port exclusively for the export of goods coming from UP. Target ASEAN region. Make a list of things they might import from India, like leather goods, heavy machinery, cheap construction material, etc etc etc. Find out how much should be the cost of goods and commodities, that it is worth importing by ASEAN nations. Advantage of this path is, it avoids two states Bihar and Bengal. BUT, if UP government wants to take that risk, we should use Ganga. Varanasi should be a logistic base. Ganga passing through Bihar, and Bengal will be a cheap mode of transport, thereby reducing freight charges, making goods cheap. We should build a customs office at the port in Varanasi and no ships should be allowed to stop along the way till they reach the Gangasagar region. And unload the ships again, check them and load the goods again on the bigger ships after checking them. Risk of law and order but advantage of low freight cost.
