This is not entirely true, there are a lot of cases of mob lynching. Just google mob lynching rapist, you will find many news report. But I agree there is no well known pan-indian organisation that takes it to the streets against rapists.

Having said that, I think even if people take things to their hand, there is supposedly a certain degree of disgrace for the victim woman. You often hear the victim and the family of victim saying "ijjat loot li gayi, ab kuch baki nahi bacha". As if, you lost everything.

So people either try to hush the incident or go to police. And if the culprit has more power in terms of money and influence, people wont engage in lynching.
