Preferably go to a good bike accessories store and try on a few to see which one fits. I've had people tell me axor is pretty nice for that price range but there are different a lot more options.

A vest alone can cost upto your budget and cheaping out would do no good, but then again having something on for protection is much better than nothing, so I'd say go to a store first, check out the prices and quality for both helmet and anything else you need and then make a decision from there.
