1. Manusmriti belongs to a class of texts called the Dharma**shas**tras, of which there are **many**. Dharmashastras are based on earlier texts called Dharma**su**tras, of which (again) there are many. "Sutra" translates to "string" (the word "suture" in english is a doublet of "sutra"), meaning a string of thought on a subject, and ["shastra"](https://en.wiktionary.org/wiki/%E0%A4%B6%E0%A4%BE%E0%A4%B8%E0%A5%8D%E0%A4%A4%E0%A5%8D%E0%A4%B0#Noun_4) (which can mean a lot of things, but in this context, the best translation would be "manual") is taking those strings and weaving it into a prescription. The ultimate authority on what would become **law**, would obviously be the **King**, and he'd have to consider his own **dharma**, **vision** for his kingdom, what dharmashastra(s) to get **inspiration** from, how to modify them to fit the different **local codes-of-ethics**, and various other factors.

2. Of the Dharmashastras, the most influential wasn't Manusmriti, but was most likely another text called Yajnavalkya-Smriti. Even then, to what extent it's hard to determine.

3. When the EIC colonized India, they attempted to first create a council of Hindu-Pundits to decide on Hindu-Law. The conflicting perspectives & opinions of those pundits made it difficult to create a coherent legal code, and made it difficult to administer Hindus. So the translation of the Manusmriti was done for the sake of **simplicity**, not because it'd already been in use by the time the British came.

4. As for the Western bias, it is likely due to the Manusmriti being one of the first Indian texts to be translated into English. **Before** the Vedas, Epics, Upanishads (some Upanishads were widely available in Latin though), etc. Meaning everything translated & read about Indic-culture afterwards, was all influenced by the Manusmriti, causing elements that **reinforced** parts of the Manusmriti to stick out, giving more importance to those elements (and by consequence the Manusmriti) in the eyes of Westerners, which then influence further interpretations, creating a **feedback-loop**.
