How are you tracking them? Local is pretty easy to figure out.

What’s your rating vs theirs.
Where are you searching from? Proximity is huge.
Do you have the same main category, secondary categories?
Does their biz name have a keyword in it?
Is their GBP url optimized?

Multiple factors but see some below

- using pleper extension find primary and secondary categories of top 3 gmb and make yours same

- maybe competitors gmb name include keyword?

- as someone said maybe he is older than you, or location is near from searchers

- do some 25-30 citations for you. Citations= adding NAP(name, address, phone) on directory sites.
Directory submissions they call it.

- make your landing page title and H1 to primary keyword.

- have you taken those reviews in short span?

- fill up GBP back end

- add services list, (don't add location keywords in it)
