Maybe just make the traffic rules more strict. I know it might be difficult initially, but it will create discipline and the issues will be sorted. Atleast the basic rules, like helmet compulsory, no wrong way driving, no signal breaking, follow lane discipline on roads wherever there are markings, etc. there should be no exemption for breaking this basic rules, be it anyone. Then maybe we can expect some control in traffic.
