From the news story I just saw, it's just hiring private contractors for solid waste management and litter management. They are not privatising the beach. Unless I am missing some other story which says they are going to sell the beach to private players. By law, there are no private beaches or private lake side properties in India. This is to protect the environment. Would be very surprised if this is changed suddenly.
