see, challan is a punishment for poor and nothing for the rich.
Nepal introduced mandatory classes for people who were breaking traffic rules.
it's difficult to take the class, because of the crowd.

It's a bit of a controversial topic. I'm based in Mumbai and speak Marathi, Hindi, and English. Last year, I traveled to various parts of Karnataka for religious reasons and encountered some challenges.

As a traveler (not someone looking to settle in Karnataka), I found that not knowing the local language created quite a few difficulties. Another surprising experience was that no one seemed willing to accept ₹10 coins (I don't know if anyone else experienced that).
