I don't think it's corruption. They were chasing higher and higher grain yields, if applied properly you get a significantly higher fibre and fat content in the grains, but after a point all that selenium application during the growth phase will change the soil profile. This reverses the high yield patterns and you start getting lower quality grains and lesser yield.

Looks like they attempted to fix the reduced yields by pumping even more selenium fertilizer that doesn't fix anything, but causes these side effects in people when combined with other factors like low zinc content in blood.
