What's point of being religious when you can't follow rules..
If they don't follow religion, they will break even all the rules. Atleast religion is keeping people to some extend sane. 
So don't attach religion to civic ethic. Both are different in each other. 
Civic sense is something can't exist in India due to democracy. But democracy is important. We can't be like china. If China isn't dictator then they will also be like us Indians. Luckily they got such leaders who have greater interests. 
We actually don't deserve democracy. But we need it so that we can have quality life on our terms or else we will suffer under worst leaders who are byproduct of public.
