I would give it a 7 with a strong start. It's a night and day difference between now and the idiocy of Buzdar. Assuming she keeps the pace with meritocracy intact then this would be a great for Punjab. Maybe less with her face plastered on every chowk and more focus with social media campaigning that requires less budget and will be more effective.

As for Lahore centric, that's not entirely true. The government has done a lot of stuff in the rest of Punjab too in terms of scholarships, poverty alleviation programs and subsidies on energy, health and infrastructure. God knows Lahore needed a face lift after the egregious neglect from the past government, being the hub of commerce and industry. I'll give them the benefit of the doubt for now, I'm satisfied and would like to see better developments in the future.

My 2cents - if you don't hesitate while investing in a bull market, you shouldn't hesitate to invest in a bear market. Or your DCA gets messed up and you won't see the returns when the wave picks off again
