You don't see people in maharashtra karnataka and tamil nadu moving at all .. but what you see is tiny population of underdeveloped places of these states move to.eithwr closes places for better economic options only of they feel their capital is far as per location... like for those in Tamil nadu closer to bangalore and chennai is far they would chose blr than chennai.. this only works out when there is least development in such places..
