OP's is the narrowest perspective one can have about Tamil - both as a language and culture. Tamil is a way of life. Outsiders can speak in English, Tamil people can learn Hindi. Just a phone and a YouTube is enough or for professionals they can learn from official classes. Do you have any more questions? I recently took the metro deluxe bus ( towards chouttupal , those new green buses) i had no change and the conductor asked me to pay via upi. I was like , really? Upi? And I paid via upi. I think it just got recently added. I am not sure if ordinary buses have this facility or not

Prime on phone. The new UI is so bad. If you play anything, it plays in portrait mode which happens in hotstar too but prime's designers are so retarted, they haven't given a full screen button so you have to manually rotate the phone( and if you have auto rotate off you have to on it.). There is no brightness control button and if you go to x-ray for details of cast, it switches back to portrait. At least hotstar has a full screen button.
Second would be Sony Liv as their live streaming is shit. You have to start the live stream at least 5 minutes before.
