It is hard finding the right match no matter who you are and yes it's harder for men. I think you are getting this all wrong. Let me tell you another POV for this.
You are a Mangalorean, who has been born and brought up here, you would like to work in the same city as well right? Saves your housing cost plus, you are accustomed to the city and that will take a lot of stress that is associated with shifting.
That is the reason why we need jobs in the city. So, a lot of people will always have an option of searching for a job in the same city they have always been in.
Immigrants will always come, they search for jobs, and they'll migrate wherever it is present. I have always believed, you can't force anyone your culture or your language. If an outsider feels that the culture and the language that is present in the region is something they are fascinated by and finds it intriguing, they'll always embrace it in their own ways. At the same time, educate them they can't force their ways of life here as well.
In terms of tier 1 city means in its absolute pure form, is a city with self sustaining infrastructure, great public transport, good standard of living for people of the city, and a healthy business environment for its people to thrive in. We should focus on these aspects, and in a manner that doesn't crumble the city.
And adding to your point of meagre salaries, that is upto an individual, if they want to take up the job or not, I have known folks who work in TCS infy etc and have done well in life, and at the same time not just strive getting IT folks here, but focus on diversification of industries.
I am not sure how much of this is achievable, but that is what, for me, what an ideal tier 1 city is and what Mangalore can strive to be.
