The Zamindari Abolition and Land Reforms Act, 1951 was enforced from July 1, 1952. The law to abolish the zamindari system was passed by all state governments in the 1950s. This is why Agricultural income is not taxable income. Prior to abolition of Zamindari system the land revenue was collected by Zamindars as a portion of agricultural output.

As this was no longer possible and because small land holdings are mostly subsistence agriculture land revenue was fixed as a tax on land and since land is taxed the output of land cannot be taxable as its barred by limitation on double taxation
