The only other way I know of to get around this issue, besides possibly going into System Settings / Energy Saver and checking "put hard drives to sleep" - is to run Linux, and tell the kernel in the grub menu to ignore the internal disk.

I had some success with this \^ method personally with an old 2008 dual-core 27-inch iMac with a very old internal spinner, as well as a 2011 quad-core-i5 iMac. Eventually took it apart and removed the HD entirely, and just booted off a Samsung T5. Still somewhat usable as a daily desktop, despite only having usb2 ports.
