I understand your situation. I am just sharing my own experience once when I received very high bill and how I sorted it.

A few years ago my average electricity bill was anywhere between 1200 to 1500. Once however I received bill for about 12000. Next day I took leave and first thing is checked my meter and came to know that it's a meter reading issue. Then I took photo of current reading , with date on it. There's a setting in mobile camera apps to print date on photo itself. Then I met an officer at MSEB office in my area and showed him the mistake that this is wrong bill due to wrong reading. I made a written application to him and got the acknowledgement then and there

Then I asked him to come to my house and verify my finding. He then manually wrote a note to pay 1200 at the counter. Which i did, then he said take a xerox of all this and tuck it near the meter just in case MSEB electrician comes to disconnect the wire. For full month I tucked all records near the meter. Next month they removed the excess amount and sent me normal bill.

Always keep a check on all your meters (Gas pipeline, MSEB, Internet usage )and crosscheck it against what bill is being sent or any other ways to verify. Any discrepancy send a written application and get it acknowledged then and there. At my friends place meter was faulty and no one cared, all they said in the bill is 'meter reading not available' and randomly billed any avg amount. I told him to immediately go to MSEB office to sort it out. Now they have installed new meter.

There are 3 - 4 ways to contact MSEB, Customer care which is 100% useless. Submit request thru Mahavitaran portal which is again useless, they blindly close it. Third is to meet the officer in person and catch him there in his office itself. This is the only method that sometimes works, sad but true.
