Tbh yeah, but mainly because I grew up very sheltered with overprotective parents. I’ve been an adult for 7 years and I still feel nervous if I’m out by myself honestly (which is rare anyways). This makes me cringe.

A big part of why Bangalore is the destination for IT startups and jobs is because of its people. People are ready to come in and settle down in Bangalore despite soaring rents and shitty traffic because the opportunities are so good and the cosmopolitan, liberal culture is attractive for the younger gen. It's a self serving loop. Bring in the right people so they build stuff and attract more resources and in turn building an ecosystem that can fund itself.

Govts alone can't build a IT capital from scratch in a short amount of time despite what CBN says. It needs to implement policies that nurtures and attracts a talent pool which leads to creation of an ecosystem. This will easily take decades.
