Most if not all the people making these podcasts are intelligent and would pass these tests without issue. They know what they’re doing and the audience they’re targeting and they act disingenuously to either get their agenda through or to milk their audience/advertisers for money. What you really need is a basic intelligence/reasoning test for the people who take in media, blocking them from interacting if they don’t pass. But that would be too impractical and runs afoul of freedom of speech/expression/etc.

Why use the startups in the first place why not hire good devs themselves and build a team. as gov. have enough funds and backing them why not do this also this has the long-term benefit of having a solid team of government software devs.
