When there was a fare increase the driver had a printed authorised chart showing the Meter reading and actual fare. Same as digital weighing machines used in retail stores and markets these meters too can be manipulated.

Well the flickering is because of a technique used in these kind of displays known as multiplexing what it does is that it switches individual digits on and off very quickly such that only one digit is on at any given time but it appears as constantly on to us because of something known as persistence of vision but cameras don't have any persistence and take videos by rapidly closing and opening shutter or clicking 24 pictures to make up a second of video so you only see the digit which was turned on when camera took the photo for video. This is mainly done to reduce the number of controller pins required to control the display, the type of display used is called a seven segment display, they have 7 led bars to make up the digit, a dot and a common pin so a total of 9pins for a single digit, suppose you have 4digits, it goes upto 36 pins just for display. Now if you multiplex you'll only need 12 pins (7 for segments 1 for dot and 4 for individual digits common) and only 1 extra pin per additional digit, so it saves cost and complexity.
