Isn’t it easier for the lift to display this above the door? Because there are a lot lift models that already do this, and personally that would require less effort vs tracking it on the app. That said, I feel like this only works limitedly - firstly, people have to be paying attention to this, and also what happens if everybody thinks like this and piles up waiting for the same lift? Or are you saying that the app will track who gets on and off so you know how many people are on it already?

By the way, in my building (a large one with 20+ floors, not in Chennai) several years ago they started a different system where you press your floor at a kiosk in the lift bank and they tell you which lift to take. You cannot press your floor button once in the lift, so this actually operates as a way to crowd control - basically you can only take the designated lift (otherwise you might not get to your floor) and I am pretty sure that it counted the number of people per lift because once that system was implemented, I never had an issue with crowded lifts.
