It all comes down to civic sense. We just don’t have it. And classism/casteism (“someone else will do it”).

At the end of the day Malayalis are proud of many things (literacy rate, etc), but on this waste problem you’ll see even the most “progressive” folks not thinking environmental issues are worth being progressive about. People are focused on going abroad (where btw they’ll gladly follow the no-littering rules).
