It must have been a shock to hear that from your daughter. I hope you find support in parenting too :(
There are a lot of such reportings where children indulge in such acts either being exposed to media or because of such experiences through others. I am not sure about the legal aspects of this. But as a someone who works with children predominantly, I would suggest these.
1) Talk to your kiddo and destigmatize it- how common it is, and there is nothing to be ashamed about. She did all she could in the given time and space. Counselling can help her process too.
2) talk to your maid please? Ensure the other kiddo involved is safe. We still don't know where she learned this from so we need to intervene. We also need to convey that she can express love or experience pleasure in other ways too. She will also need counselling for this. She can learn what she did was wrong but going into the rabbit-hole of guilt would do her no good too.
3) you can also seek for assistance or counselling for yourself because parenting is a 24/7 job that has little to no guidance available. So you can also process this in addition to getting support, overall.

I wish you find the strength and support. Oh.... And I am glad she was able to tell this to you, you are already doing a good job at that ;)
