This was implemented in Goa and was called Goa Traffic Sentinel Scheme. Folks earned as much as 15k a month. Some top guy earned 3L+ and was felicitated by the police force.

Even I reported and earned some 3K over a few months.

There were some incidents of the Traffic Sentinels being roughed up by the general public, but nothing serious. The police warned strict criminal cases against those who manhandled the Traffic Sentinels and traffic actually improved over the year or so it was implemented.
