RTO - All vehicles sold in India (above particular CC or KW) would be required to be registered with the RTO to maintain a record of the same. And that is why RTO charges are taken. I don't think it's the road tax. All ancillary taxes on such charge are required to be paid.

Insurance - Same reason, above particular CC, needs Insurance compulsorily. You may not ride it on road, you may ride it in some hill/valley/off road but if you hurt someone, he will be paid by your insurance company. India has a doctrine of strict liability for motor accidents, which means, whoever gets injured or dies has to be paid by other party (or his insurance company). One has to file a motor accident claim to get that money.
