Unless you bought the links - or suspect someone else did (e.g. a previous domain owner, which nowadays just raises other issues). But even if you suspect someone else bought the links - unless they immediately reduced your traffic to zero - then you dont disavow.

Also, not sure that disavow does anything anymore but I have anecdotal information from 3 experienced SEO verts that it "can" work, but I'm keeping an eye on it

# HCU is different

Whatever heuristics HCU used - backlink profiles, business models - its a classifier not a state. A state means that your domain lives with ranges of variables and remains in a penalty box until they change out = because Google is a fluid environment where "the algorithm" is being applied 100000's times a second. But sites that got the HCU classifier that got lifted appeared to have done "nothing" - so its not something you can fix on your own - or so my observations have led me to conlcude.
