Isnt this a huge 'system' risk if anything ever happens to the company due to inflated debt levels or mismanagement? -

Why is Youth of Bihar wasting time on Government jobs?
Large companies need to set up shop in Bihar like L&T, Infosys, Wipro etc.
Once you have that you can build an ecosystem of startups.
Currently, only two major IT firms are in Bihar, HCL and TCS, there are another 14 or so smaller IT consultancies.
The steps to get product startups are:
1. Get a large outsourcer with at least 50-100K jobs in Patna
2. Wait 10 years for these engineers to invest in and build startups
By 2030 larger IT firms will be in the state
By 2040 Patna might resemble present day Noida/Ranchi in terms of IT.
Other than that manufacturing needs to take place, maybe Tata Steel/Motors can set up satellite factories with connections to the main plants in Jharkhand.
Unless MNCs expand in Patna, Muzzafarpur, Gaya etc, nothing will change and Bihar state government/central government will remain the top employers of skilled graduates.
