imo , one reason can be that they have to select limited no of states. And culturally speaking (in relative terms), there are states which have much more cultural diversity than delhi. Of course, the politics angle and the bitter animosity between bjp and aap cannot be ruled out either. moreover, delhi is not technically a full fledged state. we should not read too much into it anyways.
