That car driver did wrong but it is not wrong to overtake on opposite side if it is safe and clear. He did wrong because he didn't bother to see if it is safe to overtake. Observe the lane marking, it is not solid, it is dash type. You can not overtake only if it is solid line.

Not as per the book rule but the biker is wrong too; when someone is overtaking, if it is hazardous, slow down and give way. Not a rule but common sense. Car driver stopped so it was safer for biker to stand and argue.

BTW, this is not single lane road. The question rider asked to the cop is not correct. Cop's answer is correct though. It is two way road. Unfortunately, our lane markings are confusing. In most countries, the two way separating lanes are marked as yellow. If it is white, it is assumed as one way and yellow, two way. Only solid lines, overtaking is not allowed. Since our system it self is flawed with confusions, let us be more careful. We see people overtaking even on solid lined lanes.
