I want you to stop second guessing yourself. As someone who used to always give a benefit of doubt to everyone, I am telling you that stop doubting what you heard. Whether that guy said boobs or boots, the fact is that they eve teased you. It's not ok to have to face such unnecessary eve teasing (if it was about boots) while you are simply out living your life, and it's definitely not ok to be catcalled (if it was about boobs). You should be able to move / go where you want without such public behaviour from strangers.

Once you stop questioning what you heard, you are either gonna be annoyed at yourself for not having reacted or angry at the guy who catcalled you. If you are having the former reaction, again -- i want you to forgive yourself and stop blaming yourself coz it's not your fault, it's normal to freeze or doubt yourself when you feel violated (even if it was verbal and from a distance).

You need to realise and remember that you haven't done anything wrong by wearing what you were wearing, by being where you were and by simply going about your life. It was absolutely and most definitely the guy who is in the wrong to catcall you, to shock you, to bring unnecessary attention to you and to make you feel that you should have covered up your tshirt with a jacket.
