That river water belongs to Punjab according to riparian law.

That river water would have made Punjab a magnet for industry, but since it was stolen, Punjab's been on a rapid decline.

Asking why Punjab has been declining since India stole the water to give to Hindu-majority states would be like asking why Iraq has declined since America invaded and exploited them for their oil.
