They don't eat it, they catch many cats and slaughter it and sell it to shops. This is how you get cheap mutton biriyani in road side stalls (thalluvandi and small shops). It's not mutton it is cat meat biriyani. This has been happening for many years. Keep your pet cat safe inside your home, if you let it wander the streets it will be caught and sold for meat. This used to happen in Chennai and now it has spread to other districts also
