I don't understand what happened here. The car is not breaking any rules. Broken (Dashed) line markers means he's allowed to overtake there. Otherwise it would be impossible to overtake on roads with only 2 lanes. There's a reason why these roads don't have a divider. If overtaking was strictly not allowed, they would have put a divider.

Maybe the car driver was a bit rash given that he's trying to overtake in what seems like quite a bit of traffic. But there's no rule which says you can't overtake that way.

Edit: to add to this, Section 14 of Motor Vehicles Act talks about the validity of learners license and driving license. It has nothing to do with driving rules. The video creator probably just put a random number there, knowing nobody would actually look it up.
