Why did you become a NEET?
I would rather die or be homeless than not be in control of my time and body. I refuse to live as a slave, so I got my mental problems diagnosed and collect disability. I made this decision at 19 and luckily I life in a welfare state so it worked out.
I'm allowed to work part time, so I do a night shift job every 3rd weekend to supplement my income. I can mostly just play games on my laptop at this job and I'm completely left alone. -
What am I supposed to be doing
Check into local charities and if any could help. Use foodbanks if you can. A lot of them would be more than happy to help a mom with a disabled daughter.
If you can, go back to college. You can do something called degree hacking which will let you get a bachelors degree for very cheap. Specifically, look into Sophia + UMPI. You can transfer in a lot of cheap ACE credits to UMPI, then complete UMPI as fast as possible. UMPI is regionally accredited and it lets you complete as many classes as you can in it's session. Since you're stay at home, you should have a lot of spare time to complete as many as you possibly can. If you work hard, it's possible to get a full degree for less than $5k. Make sure to get your degree in something that is in demand in remote fields (E.G. Accounting).
After that, look into remote work or even freelancing. You definitely seem like someone who is very capable, so I think you have a good shot at getting out of this situation.
Also, for the record, I'd consider being a stay at home mom to be a real job (even if it doesn't make money). While you're welcome here, I don't think you should think of yourself as a NEET.

The language revolution happened in 1961. Totally carried forward by the indigenous people of Barak valley who ensured Bengali remains the official language in the valley. So regardless of the amount of Bangladeshi influx into Barak valley in recent times, Bengali would always have been the official language here.
There's not even 1-2% of Assamese population in Silchar. You expect the rest 99% to speak in Assamese for those 1% ??? Fuck off. I learnt Assamese when I needed to and could mingle with Assamese speakers.
