You can. But it's frankly a pain in the ass visa wise.

There is a special procedure for Pakistani nationals for visa applications. The last I know of, it's all offline at a consulate or embassy. Apply well in advance, like 6 months or so. So if any issues arise they can be solved. I think you would need Home ministry approval as well.
