ok for this particular case i THINK there is a reason,

earlier selfhosted VPNs worked on port 443(the one used for HTTP), they couldn't block the port but upgraded the firewall and the vpn stopped working.

Then someone found out that apparently port 123(the one used for timeservers, like the one you're trying to use) was unblocked and people shifted their VPNs to 123. As it was not such an important port i guess they blanket banned it hence the timeservers don't work.

or i could be wrong about it and it's just CIC doing CIC shit.
