Answer: Who knows? This is where we dont know how Google works. We know Google ranks content based on PageRank - we know this from the DOJ case, from all their documentation, from the first patent. ITs not a mystery

How do Google know PBNs? That is a mystery. Google almost never sues people for pbns or ad sense fraud to keep these mechanisms silent - thats why so many people have made millions from click fraud

Doesnt matter - Google is content agnostic (I'm realizing people skip this when I say it - they're not ready to accept it or wish I hadn't written it - but Google pretty much allows 99% of content in - quality is in the eye of the user - there's no Google content quality grade). Google has a shiny new anti-spam rule deisgned just for this - called "Expired Domain Abuse" and yeah, we dont know exactly how they're enforcing it - i.e. when, why, how. But you can be sure its targeting PBNs and Link Farms, as well as people recycling expired domains for new products.

It could be that they terminate the old authority - and neutralize it (what I'd call "benign") to maybe penalizing recipients for unatural backlinks (guessing)
