It's very confusing right now. I was planning to buy a pre-owned car which had a BH number but after talking to multiple agents and friends I dropped my plan. Apparently there was a long running court case and the verdict by Bombay High Court was that RTOs have to do the registration of vehicles under BH number plate, but even after that people are facing a lot of trouble doing it.
