I think she was referring to the popular attitude towards Indians and not the government programs. And at some level she is right that we showcase similar behavior domestically. Take how Maharashtrians feel that people from other states aren't entitled to jobs in Maharashtra.

Now, I am not saying what is happening in USA is justified. We are being attacked from both the sides from people who want to protect their interests. It was quite clear that ending discrimination and prejudice was never the goal of the left as they ignored it when it was against Indians (actually asians in general as they disproved that only whites can be successful in USA) and now it has become apparent that right wing's blabbering about merit was all false as soon as it stopped serving their interests.
