There aren’t any options if your looking for a party kinda vibe past 11 pm. However, if you just want to chill, there are a few good cafés that others have already suggested. District 7 Encore, Voyager, Edam Art Cafe, Tonico. Nothing extraordinary to do. Just sit down and chit chat with some good food. You could maybe go to Chathiath near Tata Tritvam for a stroll. But it could get busy sometimes.

They should be having different ones for urban and rural areas as cost of living is different and as pointed out by a commenter- rural small scale businessman( where a lot of them employ late teenagers or guys in early 20s) may not be able to afford this. They can come up with a wage index based on multiple factors which then can be assessed holistically to arrive at final sum. If index arrives with conclusion at 20k +/- in rural areas- it should be given as cost of living is going up due to rising food inflation and a large share of average indian household spendings is dependent on food.

I think if you maintain the price range of 100-150, you would have a good chance.
And obviously taste matters too!
