Cuz otherwise the gov has to pay for it, and we know that ain't happening. You say "the woman can go out and get a job" , nope , for one, in case of separation, who's going to care for the child? And second, the country is already having issuss providing jobs for people who want to work, add in single moms to the equation. The actual father can pay maybe? That's another ongoing battle.
