Yes, It's allowed. You need to pay for wifi (per device per year). It's somewhere around 1k when i finished college around 5 years back.

You're free to do anything unless it impacts your attendance and studies. If you get in touch with right faculty, they'll even help you.

First choice - CS, second choice - IT. Don't go for AI as it's just a subset of cs and it. You can do a diploma later. If you take AI you're just narrowing your field more.

I'd say "not much". It's totally on you. If you do more projects you'll be having more practical experience, but nothing from college side. They'll only teach you about the textbook practicals.

Risk:
If we talk in that area, you won't find any real person who can reliably help you in this field. there are thugs who exploit people for these things, so save yourself from that realm. They can drain you monetarily and mentally. Even if let's say you do find a tantrik kind of person at best he will just use one of his tamsik pret just to take you from that situation to a new situation.

My best advise would be to

1) change the place where you live at the moment away from people who do such kind of things.
2) You do it yourself, if you have ishtdevta/ishtdevi you only need to find his kavach/sahastranaam and do it daily without fail in clean state and full surrender to the dev/devi and this should be it. you can additionally bring a flag from nearest siddh temple by touching that flag to god's feet and plant it at your house.

Just don't fall for anyone asking money. Live a minimalist life, stop overthinking and continue the kavach/sahastranaam and it should be fine soon.

Just for option Hanuman chalisa/Durga kavach/Ram raksha strot/vishnusahasnaam, choose whichever you feel is right for you.
