Not directly related to your question, but sharing my pov on Mullapperiyar.

The latest major safety audit done according to the panel set by the SC or so on Mullapperiyar has found no serious issue on the dam. I think that it was in 2011 or so. It's almost 15 years now.

But yeah, gravity dams are said to have a max lifetime of 150 years and we are nearing that in the next 20-30 years.
The dam had major strengthening works done in around 1970's-80's.

The major issue is that of dam monitoring and control.
Kerala faces more risk and should be given greater control there and TN's demand for raisimg water levels is not to be allowed without adequate study.

Also the concerns over seismic activity after the surrounding areas experiences some smaller shakes. The stability interms of that should be a consideration too.

And obviously, as it is nearing 150 years, we need to be more careful and should look into whether the dam should be decomissioned and a new one made or whether the current one should be retrofitted(including seismic retrofit)

This is all ignoring the static and very very low lease that TN has to pay Kerala. Provision for dynamic pricing would be more just to Kerala, but when talking about dam safety, it's not the major concern.
