You're comparing these one-off Indian superheroes with American superheroes who have a history (older than our country in the case of ones like Superman and Batman) and decades of refining.

Any comic fan knows how all of those heroes have gone through eras of varying quality and creative approach, tone, etc. Even Shaktimaan doesn't have that and he's the oldest. Shaktimaan was great for its time and if you think American heroes haven't fought bad manners (they have classic PSAs) or that that's all Shaktimaan fought then I don't know what show you were watching and I don't know what comic history you're drawing from to make this point. The difference is Shaktimaan didn't get decades of comics under generations of writers and artists (he got some), cartoons, reinterpretations, etc.

There's nothing wrong with Shaktimaan's logo or his costume. All heroes have had all kinds of costumes. Superman used to have a mullet and was once split into red and blue versions. Batman didn't always (and in the comics even now) have practical militaristic outfits. But they all got to have different versions over many years.

If Marvel had made Shaktimaan? You mean if Shaktimaan had decades of comic and animated history and hundreds of interpretations and previous adaptations to draw from?

The obsession with mythology is there for most commercial Indian films. Not just a superhero problem. But you're right our mass heroes are rarely allowed to be flawed. Still Minnal Murali had an arc. As did Bhavesh Joshi. We could use more of those. That said flaws aren't necessary for a good story. That's just the easiest way to write a good story.

The rest of your problems come down to a lack of superhero or sci-fi tradition in our pop culture and a lack of budget in most of our film industries to make superhero movies. Comics are expensive and hard to sell in India. So there's not a lot of existing material to draw from. Original concepts are risky and expensive. Besides, like you said, most of our industries (including bollywood) are full of mass heroes who serve similar functions.
