Lack of dustbins on streets

I have just moved to Bangalore from Bombay. First off, what amazing weather have i landed into. For a humid seaside dweller, this is vacation weather. Getting to the topic. Does it get really cold in the morning. Or is it just my flat.

I live in a 5 story building, my flat is on 2nd floor, there is no scope of sunlight. As it is surrounded by other buildings. Could this be the reason for it to get so cold or is the just the weather that is cold in the morning. Or it could be some water seepage somewhere. I don't see any water seepage appearing on walls or ceiling. Makes really difficult to get up and going in the morning.
